In a small bowl combine filling ingredients and mix to combine.
Scoop 1-2 tbsp sized scoops of cream cheese mixture onto a parchment line baking sheet, and place into the freezer to harden.
In a large bowl, cream together butter, granulated sugar, and brown sugar until light and fluffy.
Add in egg, vanilla extract, vinegar, and food coloring. Mix to combine.
Add in flour, cocoa powder, baking powder, baking soda, and salt. Mix until flour just starts to disappear, then fold in white chocolate chips.
Using a large cookie scooper, scoop out 6 cookie dough balls and place onto a prepared baking sheet.
Flatten out each ball of dough and place the frozen cream cheese mixture to the center. Gently wrap the dough around the filling ensuring there are no holes in the dough. Place seam side up onto the baking sheet, this prevents the cream cheese from seeping out the bottom.
Bake for 10-15 minutes and allow to cool for 5 minutes before transferring to a cooling rack.
